Résumé La fragmentation apparaît sous de multiples formes en urbanisme et notamment au sein du projet urbain. Il s’agit au travers du cas d’étude stéphanois, d’interroger la cohérence interne du projet de Ville dans un contexte de fragmentation marqué par la présence d’acteurs publics multiples et de périmètres de projets opérationnels en mosaïque. Dans cette quête de cohérence du projet urbain de Saint-Etienne, l’analyse met en exergue les enjeux de recomposition des fragments identifiés, au travers d’une vision systémique. Cette contribution illustre, par l’expérimentation stéphanoise, la mobilisation locale des acteurs de l’aménagement public pour pallier la fragmentation du projet urbain et « faire système » à travers l’élaboration d’un outil de pilotage, de partage et de suivi des projets : l’atlas du projet urbain stéphanois.
Abstract Fragmentation appears in many forms in town planning and particularly in urban projects. Through the case study of Saint-Etienne, we question about the internal coherence of the City project in a context of fragmentation marked by the presence of many public stakeholders and intertwined operational projects. In this quest for coherence of the Saint-Etienne urban project, the analysis highlights the challenges of arranging of identified fragments, through a systemic vision. This paper illustrates, through Saint-Etienne’s experimentation, the local mobilization of statutory actors in town planning to overcome fragmentation the urban projects in a systemic project, through the development of a tool for managing, sharing and monitoring projects: the atlas of Saint-Etienne’s urban project.
