Structures d’accueil pour personnes âgées en Algérie et dispositifs de soutien aux aînés démunis

Résumé Face à l’augmentation à venir de la part relative de la population âgée, aux différentes difficultés susceptibles d’être induites par l’avancée en âge, et compte tenu du changement des réalités socio-économiques et culturelles de la société algérienne (restructuration de la famille, ouverture de la société sur la modernité et réduction de la taille des familles), la prise en charge et l’accompagnement de la population âgée apparaissent comme un enjeu important. Plusieurs dispositifs ont été promulgués dans le domaine de la promotion de la santé ainsi que dans le champ médico-social et visent à répondre aux besoins des personnes âgées démunies et/ou sans attaches familiales. Dans cet article sont analysés les mécanismes de la prise en charge institutionnelle, sociale et sanitaire de la vieillesse démunie en Algérie en décrivant l’évolution de cette prise en charge tant au niveau du mode d’organisation et de fonctionnement des structures d’accueil pour personnes âgées qu’en termes de caractéristiques médico-sociales des pensionnaires accueillis et de ressources humaines et matérielles disponibles. Sont également abordées les interventions et des initiatives de l’État en faveur des aînés en difficulté vivant à domicile.
Abstract Faced with the future increase in the relative share of older persons in the population, and given the change in the socio-economic and cultural realities of Algerian society (restructuring of the family, openness to modernity, and reduction of family size), the care and support to this population appears to be an important issue today. Several schemes have been promulgated in the field of health promotion and in the medico-social field in order to meet the needs of the most disadvantaged and / or without family ties. In this article we offer an analysis of the mechanisms of the institutional social and health care for the poorest older persons in Algeria. We will describe the evolution of this care system in terms of organization and functioning of the structures in use, as well as in terms of the medico-social characteristics of the residents and the human and material resources available. This contribution also documents state interventions and initiatives for non-institutionalized aged persons in dire need.
