Les opérations de démolition-reconstruction dans le tissu colonial

Résumé Depuis l’ouverture économique du marché en Algérie, la ville d’Annaba ne cesse de se transformer à un rythme accéléré sous l’effet d’une multiplication d’opérations ponctuelles de démolition et de reconstruction de son tissu colonial. Ce processus de recomposition spatiale d’une partie du tissu ancien d’Annaba se traduit par l’émergence de nouvelles formes urbaines et architecturales, qui, en produisant des discontinuités et des différenciations avec les anciennes constructions, véhiculent une image de ville en rupture, fragmentée et désarticulée. Dans la présente étude, la fragmentation prend le sens d’une fragmentation morphologique résultant de réorganisation des parcelles, d’hétérogénéité des formes et styles du bâti et de rupture d’échelle urbaine n’assurant plus la continuité du paysage urbain. La production de ces nouveaux « morceaux » dictée par des stratégies souvent spéculatives des acteurs privés a conduit à une rupture morphologique avec les anciens tissus coloniaux où chaque « morceau » a été produit selon une stratégie purement conjoncturelle dictée par des enjeux souvent contradictoires. Ces opérations de démolition-reconstruction participent à un éclatement partiel de la structure urbaine coloniale et interrogent sur le devenir du tissu colonial.
Abstract Since the economic opening of the market in Algeria, the city of Annaba does not stop being transformed at an accelerated pace, under the influence of a multiplication of limited operations of demolition and reconstruction of its colonial fabric. This process of spatial reorganization of a part of the old tissue of Annaba is translated by the emergence of new urban and architectural forms, by producing discontinuities and differentiations with the old constructions, which convey a city image in break, split up and dislocated. In the present study, fragmentation takes the sense of a morphological fragmentation, resulting from a reorganization of the plots of land, a certain heterogeneousness in forms and styles of building and a broken urban scale which do not assure the continuity of the urban landscape anymore. The production of these new «pieces» dictated by often speculative strategies of private actors has led to a morphological break with the old colonial fabric, where every «piece» was produced according to a strategy purely cyclical dictated by often contradictory stakes. These operations of demolition-reconstruction participate in a partial explosion of the colonial urban structure and question the future of the colonial tissue.
